Description
There are some clean ups need be done in deployment configuration file:

1.) should not call javaws from the control panel to read registry. - need to centralize synching with the registry.
2.) duplicate jre entries are removed in deployment.properties file.  Need to allow entries with duplicate paths if one is not registered,
3) need to restore and retest behavior of "system" jres.

EVALUATION The issue #1 and #3 have been fixed in 6u12.
