Description
JQS not starting on Vista after Kernel Completion on b25 PIT build.

JQS registration is happening but the process  not started. It was working fine till b24. Looks like some regression.

EVALUATION This is not a regression, but a fix for bug 6702320 : Disable JQS on Vista. The bug was fixed in b25 and JQS should not be started on windows Vista. The JQS checkbox in control panel should stay grayed out so that user would not be able to turn it on. Closing as not a bug.
