backport CR6647280: no logfile for zipper.exe and unpack200.exe during JRE install to 6u6

Error 1722 errors are reported from field but their is no log information to help determine the cause

EVALUATION When we discussed backporting the logfile fixes, we had no idea what was causing the Error 1722s. At the time we thought that undertaking the effort of backporting the logfile changes would be necessary to find a cause. Since then we have encountered a couple scenarios in development and QA where an uninstall told the user to reboot because there were files in use, but the user ignored that message and reinstalled the JRE. 6u10 now has code to detect any programs in use in the install directory.
