Description
KernelJRE Uninstaller should stop BackgroundDownloader java process. 
Current Behavior of Kernel JRE uninstllation :
If BackgroundDownloader java process is running User will be asked for m/c restart ( this is the usual behavior for JRE Unistallation. If any java process is running Un-installer will ask for m/c restart)
This behavior is not right. Since Java BakcgroundDownloader is started as a start up process by JRE installer and user is not not aware of this. So while uninstalling JRE Uninstaller should stop backgroundDownloader ( for that matter even JQS java process) and continue.
