Description
Currently, in silent mode, you have to pass IEXPLORER=1 and MOZILLA=1 to make the jre register with the browsers.  We should make it so these variables are set to 1 in the Property table by default.

EVALUATION The issue will be fixed as part of the fix for 6640734(Plugin not registered by default on silent mode installation).

EVALUATION The fix is to register the IE and Mozilla plugins by default, but only if we're not the latest on the machine. This has been around since 1.4.2, so I'm delaying it to Java 7.
