Description
The Windows Installer for the JRE (and java update) is too slow.  We can improve this through patch-in-place for non-statically installed JREs.  See Problem #1, #2, and #2 for more info at:

The fix for this (uncverified) was delivered into JDK7 b64 as part of:
6797688: Umbrella: Merge all JDK 6u4 - 6u12 deployment code into JDK7
