Description
A DESCRIPTION OF THE REQUEST :
JVMs from every server must be restarted every time a time shift occurs because of the Daylight Saving Time policy.

JUSTIFICATION :
There is a lot of operational effort behind resetting the application servers. Application availability is also affected.

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
I would like to set the Uruguayan daylight saving time (DST) timezone when the JVM starts. This custom timezone can be either taken from the OS, from an environment variable, or from a parameter in the JVM invocation.

EVALUATION This is a duplicate of 6480497. (The Uruguary change was made in tzdata2006m which we've skipped due to the release cycles.)
