Description
The 1.4 release of Apache XMLSec is currently in beta and soon to be released. It contains
many important performance improvements and bug fixes and is the first release to officially
contain the contributed JSR 105 implementation from Sun/IBM. We should integrate this 
implementation into JDK 7. We have already been testing the betas internally so I don't
expect any significant issues. I will update this CR with the process/scripts that we use to 
integrate the sources.
I changed the description from "Integrate Apache XMLSec 1.4 into JDK 7" to
"Integrate Apache XMLSec 1.4.1 into JDK 7". 1.4.1 is an update to 1.4 and contains
several important bug fixes.

EVALUATION Yes, 1.4.2 contains many important bug fixes and should be integrated into JDK 7.
