Description
Decision has been made to pull Deployment Toolkit binary from the mustang windows binary release.
RFE #6329487, implementing the major part of jplan item 169: "Improve application deployment across browsers" was integrated into mustang, and is now requested to be removed at this time.
Plan will be to provide this as a separate download, external to the jre, and/or include it in an update release.

EVALUATION Fixing this involves the following: - modified makefiles so that the deploy toolkit binaries won't be built and won't be included in the jre image; - modified regutils so that the deploytk.dll won't be registered and unregistered; - modified makefiles in the install ws so that the signer won't look for the deploy toolkit binaries.

EVALUATION add variables to the makefiles so that by default, toolkit is not built.
