Description
When dragging over tree nodes under the Windows L&F, the horizontal dotted lines connecting nodes to the trees are re-painted with pixels missing.

- Compile and run the attached test.
- Switch to the Windows L&F using the combo box in the bottom left.
- Expand the "colors" node.
- Drag from the "Drag from here 0" label at the top, into the tree
- While dragging over each of the nodes "blue", "violet", "red", "yellow",
  notice that the dotted line to the left of the node is repainted with pixels missing.

EVALUATION

There were numerous off-by-one errors in BasicTreeUI. I've fixed these. Additionally, I've made a couple tweaks to metal/windows/Motif UIs so that they:

a) look the same in LTR and RTL
b) better match the platform
