See, for example, bug 5030646 for an example of what went wrong.
This is a clean-up bug so we revisit this post-Tiger and clean-up
this code to the extent possible and perhaps even completely
get rid of said sneaky locking code.

We don't currently have a real world scenario where this is a problem, closing as WNF.
