JDK-4859391 - RFE: Collation needs to support Unicode 4.0, including supplementary characters
Description
The javadoc for Collator.CANONICAL_DECOMPOSITION  currently specificly 
specifies "Unicode 2.0", we are now upgrading the Collation classes to
support Unicode 4.0, need to remove the specific version number.
