A DESCRIPTION OF THE REQUEST :
We need a capability to get JARs from a CD or FTP site and set desired URL in JPI cache.

JUSTIFICATION :
1. Some large number of our customers with slow connections is shipped a CD with the application CABs. The CABs are installed from the CD saving network time & traffic. We need to be able to ship a CD with JARs and install the JARs from the CD in the JPI cache with the desired URL.

2. We also host CABS from an FTP site for majority of our customers. We need the ability to provide the same support for JARs
