JDK-4723726 - URI.normalize() ruins URI built from UNC File
Description
The specification for URI.normalize references the steps in section 5.2
of RFC 2396 and clearly indicates how "." and ".." segments are 
handled. However it doesn't specifically state how empty segments
are handled.
