Image.getGraphics() can only be called for off-screen images.  However, the spec doesn't state what should happen when it is called for an Image that isn't off-screen.

EVALUATION Not only was the exception thrown not documented, but it was inappropriate. We've changed the exception from IllegalAccessError to UnsupportedOperationException and documented it. ###@###.### 2003-09-22
