Description
Though jre1.3.1 or jre1.4 is installed before install javaws1.0.1 fcs-b04
on Windows.
Installing Javaws Full Package for US-English or International,
displays dialog "can not detect a usable Java 2 Runtime Environment"

It does not display with jre1.3.0_03.


Reproduce to:
1, install jre1.3.1 or jre1.4.
2, install javaws1.0.1 fcs-b04 Full Package for US-English or International.
3, displays "can not detect..." dialog.
