Description
The file packages.html generated at the root in the destination directory
is no longer needed.  Its only purpose was to prevent broken bookmarks
for those who created those bookmarks using 1.1.

It would remove clutter and be less confusing to simply stop generating
this file.  It has outlived its useful life.

It contains this text:
