Description
use bundle from download version, b65, in solaris b38 zh_CN.gb18030 locale.

when install this version,

run:

# java -version
Error occurred during initialization of VM
java.lang.Error: Default decoding not supported: GB18030

So any java program couldn't run under this locale, we need support it in s9
