There is not a default time zone for Great Britain which handles
both Greenwich Mean Time and British Summer Time.

The GMT time zone is just Greenwich Mean Time without any summer time
adjustment.

This is a problem for applications running in Britain.

Apparently the ruls for BST are already within the code but have just been
commented out
