I am unable to find anyway to change the current working directory
I tried modifying the system properties, but changing the
user.dir property had no effect on the File constructor, or
on the current directory of programs that are exec'ed

Perhaps there is some method I have overlooked, but I looked
for quite a while, and so have other people.

As a side note, using the FileDialog window does change the
current directory if the selected file is in another directory.
This isn't a very practical way of changing the current directory
though.
