Requesting 7u10 integration as this is a stopper issue. Not fixing Patch-in-Place issues can result in corrupted installations. This fix also puts in place a mechanism for resolving uninstall/patch-in-place issues in future releases.

EVALUATION Rationale for including this fix in 7u6: - This fix is essential for addressing PiP-uninstall issues effectively in future releases (where old_ver=7u6). - The delta is lightweight, and low-risk.
