noreg-hard : system time has to be wound back to verify this bug. Can impact other tests running.

This bug fix has no regression test. The relevant bug fix: https://bugs.openjdk.java.net/browse/JDK-7049774 has "nonreg-hard" label, but no explanation why it is hard for designing test for it. Hi Sean, Could you help to add "nonreg-hard" label for this fix and explanation?
