EVALUATION Should have closed as duplicate of 6751338

EVALUATION The original fix for this issue which went into JDK 7 was not optimal and has effectively been redesigned in jdk7 via CR 6751338. I'm closing this issue as will not fix for JDK6 and will ensure that the changes from 6751338 are ported to JDK 6 update. Preliminary test results on jdk6 (with 6751338 fix) show a 2X improvement in running the DISTest2 testcase attached to this bug report.
